If there were no crowds, would they still engage in these activities? This raises the possibility I’ve never thought of before — thanks to the ropes with red paint on them — that this is more-or-less performance art. Just thinking out loud . . .

Well, as long as they’re doing it to themselves, I don’t see any problem with it. Sure, it’s a little…excentric… but it doens’t harm anyone else.
